Measuring outdoor Ultra Violet Index: how significant is the height above ground level for placing the sensor?

I have recently bought a hobby weather station and am wondering what is the best place to site the UVI sensor. I am told that the readings will vary with elevation but would there be a significant difference between putting it at twelve feet or two feet in assessing the amount of UV radiation that people will experience at ground level?

I can’t image why the height relative to the ground would make much difference although the elevation above sea level makes a considerable difference. This manual http://www.honeywellstore.com/pdfs/2009/03/10/34cfc4c1.pdf only refers to locating the device for maximum measurement. I could see a difference between 3 feet off the ground vs. 30 feet if you were concerned about garden plants vs trees and ground plants losing later afternoon and early morning sun but …
