My foreskin has white dead skin on it?

The dead skin is to protect what is healing under it, so if you take it off "prematurely" then keep coming back. It's a bit like picking a scab over and over again. If left alone long enough, probably a couple of weeks at most, slowly shrink and disappear. If you are still there, you may want to consult a doctor about it, probably a dermatologist.
